The Perp Claimed that He Had No Knowledge of the Law, Hoped that by Suing, He Could Get His Written Reprimand Dismissed, the High Executive Courts Tossed Back His Request
A police officer, Liu met a woman online, after they'd had sex, the woman had stopped contact with him, but Liu continually called her up, texted her, or sent her gifts, it'd become, harassing to her, he had also, used his status as an officer of the law to look up her personal information, her family members' data, he was given a written reprimand, Liu didn't feel that it was fitting, fought for an executive case, claimed that what he did was purely a difference of interpretation of his behavior toward the woman, that he should only get a written warning; the courts found, that Liu had abused his power of the police, harassed the woman for an entire year, that his behaviors had, damaged the reputation of the police department severely, tossed back his asking.
In 2021, during the time as Liu worked in the Beidou Substation of Changwha, during his time there, he'd continually harassed the woman, the police station after evaluating his behavior, found his behaviors to be severely wrong, that it'd caused the upsets, that what he'd done was serious, passed him on the evaluations, but gave him a written reprimand.
Liu was displeased, fought for an executive appeal, claimed that he was the woman's boyfriend, that they were discussing marriage already, but due to how far apart they live, their love turned, that there was another man in the relationship, that was why they'd fought, that he'd only done what he had, because he wanted to get her back, that he'd not intentionally harassed her, nor was he using the verbal harassments on purpose, that he should only get a written warning based off of the conditions under which made him behaved as such, that giving him a written reprimand was too severe.
Liu also told, that the Beidou Substation didn't review all the details, only gone by the woman's words, in January of 2023, he'd been blocked by the woman already, how could he continually harass her? Asked the courts to consider that he only graduated from a technical high school and didn't get a high enough education, that he'd lacked the knowledge and awareness of the law, to toss back the original, verdict.
The Changwha Police station stated, that the two started contact closely from March to June of 2020, in July, the woman broke up with him. Liu was unwilling to break up, not only had he continually harassing her by calling, texting, he'd also, used his work status, to find out about her personal data.
From September to November, Liu started continually trying to contact the woman, texting her, telling her to go to his place to get her underwear, sent the chocolates to her, to her workplace, but the woman didn't respond, and from that, the courts believed, Liu was, harassing the woman, that he got written up, for a, just reason.
The Taichung High Executive Courts investigated and found, Liu knew that the woman wanted to cut him off, but used his status as the police to look into the personal data of her families, he'd abused his power of work, that he got the rightfully deserved one written reprimand, that there were no error, tossed back his asking.
And so, what the man claimed was unfair punishment, actually was, just, but, what of, his bad behaviors of harassing this woman who broke up with him? And, a written reprimand for this bad officer is still, not enough, because, he will, certainly, return to, harass her, again, afterwards.
