The squad that offered this service originally worked in patrolling to keep the streets safe, to assist in the gatherings, or handle the major accidents locally, the pin on the patrol officers' chest, "Swift Thunder", gave off that forcefulness of combating the criminals, but actually, this act of goodwill by the second squadron of the Taipei Police Department had been ongoing for sixteen years.

The captain of the squad, Chang said, in 2008, the squad that was under the Central police agency, were sent to offer the extra help to the Taipei City police, and stationed in the Chenggong Army Retirement Complex of Da-An. At the time, the man in charge of the local borough, Shih was having troubles on how to deliver the meals to the elderly who live alone, and suggested to the city government, which made the meal service plans a possibility by the police squad, to offer the affordable meal plans to the elderly.
"The program had continued for twenty-six years", Shih told, in the earliest, the elderly who lived alone found the meal plan provisions with the Da-An Police Substation, later the officers from the Protective Support Squadron entered into the apartment complex and stationed there, and help was solicited, Shih was elected as the man to oversee the workings of the borough back in 1998, when he'd observed the aging population in the army retirement village, and soon as he began as the head of the local borough he'd immediately gotten down to tackle the matter of elderly meal plans, etc., etc., etc.
There were over 2,300 houses including Shih's own, over a thousand residents who are over seventy, with the coming of the years, the physical abilities declined, some of the elders felt that they'd grown too old, and can't do anything, and became upset.

The meal plans not only reduced the expenses of daily living for the elderly, it'd also gotten the elders to come outside to interact, and for those who weren't mobile to come to pick up their meals, there were those who'd delivered the meals to them at home. There was an elder who'd gotten into altercations with others in the building, but since he was on the meal plans, he'd become more emotionally stable, and now, he'd volunteered in the community, because he'd realized, that he can, give back.
So, this is, a program that infects the local community members with kindness, and it all started with just this one thought, there's the need for the meals-on-wheels program for the elderly in the army retirement village, and the officers started providing for the cooking, and, the program is still continuing to date.
