Last month as the Hsinbei District Court declared this, to avoid the D.A.'s persecution of the charges, it wasn't stated if both were accomplices of the murder-for-hire or not, and now, it'd been confirmed that they were coconspirators of murder, and they are now, charged for it. The reason of this was that the adolescent male admitted to hacking the victim to death, and knew the adolescent female well; the adolescent female had discussed the murder with related witnesses of the case, they run a high risk of collaborating their testimonies in court, plus both were at flight risk, that they needed to get taken into custody by the police.
Because the other two adolescents, Kuo and Lin aren't twenty years of age, that's why they'd been sent to juvenile detention. But the justice considered that Kuo and Lin were of age, and needed the counseling for their emotions, and psychological wellbeing, found that other than being taken into custody, their grandmother, father, and court ordered officials, counselors from their schools, and social workers can see them, but NO written communications, with the rest of the charged not allowing letter communication or face-to-face communication.

The Hsinbei District Court used the "by association" methods, sent two of the involved adolescents to the D.A.'s office. After the district attorneys reviewed over their files, interrogated the adolescents, at the same time, the parents are called in as the assisting counseling, then, they will ask the juvenile court to have the adolescents be taken into custody.
So, because these MURDERERS are MINORS, they don't get TRIED by the ordinary court proceedings, instead, they were shown LENIENCY for MURDER, but this is because of the adolescent's under developed PREFRONTAL cortex, that's why they ESCAPED a harsher punishment for MURDER!
