The Department of Culture handed out the coming-of-age gifts in forms of Cultural Currency Vouchers, encouraging the younger generations to experience the arts, but instead, there were the instances of the younger generations using this, "free money" to purchase the polaroid cameras, the cosmetics, to get their nails done, to even, trading the vouchers in for cash, reselling of the vouchers, and all of these, busted the retracting of funding of this, cultural currency program.

Comparing to the hundreds in the amounts of the Exercise vouchers, the Agricultural adventure vouchers or the Agricultural fans coins of fifty-dollars, the amount handed out was equivalent to $1,200N.T. in cash, and at the highest, those who'd signed up for the vouchers can get another, $600 N.T. bonus in the cultural currencies, not only is this a bigger spending of the taxpayers' dollars by the government, the DDP would also get the commends of getting the culture of Taiwan expanding; and right before the elections, the DDP announced expanding of the program, which is exactly like BRIBING for the votes, it's a wonder, that the taxpayers angrily criticized the program as "paying the taxes so the younger generations can receive the gifts."
The Cultural currencies going bust, what's behind is was how the wayward spending means of the government, getting busted by the policies. The businesses and the younger generations all tried to "maximize their benefits of the vouchers", is this, not a reflection of the government's, stealing from the taxpayers to give to the younger generations? And so, what we need to examine more, is the thought of "bribing for the votes" from the very, beginning, as the government is willing to bribe the people, who can blame the people, for taking those, bribes?

Besides, who sets the definition for "culture"? last year, as the head of State, Chen announced the expansion of the system of the shops accepting the cultural currencies at Dihua Street shopping strip, he'd talked of how he and his wife were buying up the items they needed for the Chinese New Years, and the items celebrating his own grandson's first-month of birth, that was, what the Dihua Street resembled in historic times, but, the younger generations' dining, shopping for what they wanted, is NOT culture. The comics are culture, so is Cosplay, and, the getting the nails painted with art? If you can purchase the musical instruments with the vouchers, why not the cameras for photography too? The cultural currencies can be used in the bookstores to purchase the books, the magazines, the DVDs, in the cultural parks, they can be used in the hands-on experience activities, so why can't they purchase the handmade soaps, the floral arrangements too then?
What sort of a habit of spending can the mess from the cultural vouchers have, or which artistic forum does it help out? This, perhaps, will be, an undisclosed, secret; but, using the two billion dollars N.T. to cause a big ripple, the Head of State, Chen surely, left a memory of "Culture" during his term as head of state all right!
And so, this is, how the systems get, ABUSED, because it's FREE money, who wouldn't want it, and it did NOT matter if the vouchers are used in the specific places of designation, what's important, is that the DDP is, handing out the FREE money (free MY ASS! We're all, paying for it, it's the TAXPAYERS' overpaid taxes that goes into these, voucher programs!), and, that's, how the DDP could, BRIBE the younger generations, who can't vote yet right now, to vote for them when all of these, recipients of bribes are finally, eighteen!
