For the not-for-profit, the contract from the government not only provided the foundations their needed resources to keep on surviving as agencies, and it'd, ensured the legalities of the organizations. And yet, this trend had, forced many organizations to turn toward privatization of the market economy, with NO sight of the consequences this may have. On the other side, the government's turning the public governance to the private sector, causing the functionality of the government to become, hollowed, out. Take for instance, this recent example of Children's Welfare League, due to the countless unreasonable means of handling, it'd become, a chip of the fights between the two political parties, btu what we need to examine more closely, is the cause and effects of outsourcing social welfare securities.
The government's primary reasons for packaging up the services to bundles, and hiring the organizations to oversee the functions, is for the sake of reducing the financial burdens on the governments. At the beginning stages, there are not enough of the locally operated not-for-profit organizations, with a limited choices to select from. And, once a not-for-profit organization was willing to carry, then, the organization would be asked to carry the load long-term, and to prevent the organizations from dropping the cases, the operators had to beg other organizations to compete for the cases. And this also, caused the indicative foundations, the cases these organizations take in, spanned throughout the entire, island, and the Children's Welfare League is an example of this.
"The lacking in number of the locally provided", had been a long-term problem of the privatization of social services provisions of Taiwan, the resources that the government had allotted, greatly exceeded what the locally owned and operated private organizations can handle, especially in the areas of social security nets, childcare, and long-term care programs, a lot of the not-for-profit became temps for hire. The social workers needed the trainings before they start working, easier said than done, take this case for example, the visitations, the child development, and the observations, and telling if something wasn't right, that's not taught in school. If the social workers only rely on the occupational trainings before they began working, then, the social workers are ill-equipped. Seeing the proposed six improvements by the Department of Health & Social Welfare, as an entry level employee, we can't, help but feel, helpless, because we're still, standing still, maybe, the higher up in the government still had yet to realize, that this, is the hollow effect of how the government is, outsourcing the public functions' responsibilities to the locally owned and operated organizations.
And so, from this case of the young boy getting abused to death, it'd brought out the biggest problem of the system, that the government outsources what it should be doing, to the locally owned and operated private sector, and, this is problematic, because of the lack of fundings, government supports, and the lack of trainings of the social workers, they're not ruled by a stricter set of guidelines that their jobs required, and there's this, lack of hands-on, observation, intern trainings that is absolutely a necessity to do the job correctly, hence, these HOLES of the nets of social security are still, going, B-U-S-T!
