Sounds like a, VALID, excuse, doesn't it??? But it still isn't, because NOBODY has a right, to EXPLOIT anybody like that, not even if it's in the "name" of exposing the principal's, using corporal punishment methods…off of the Front Page Sections, translated…
Seven years ago, an elementary school instructor, Huang in Tainan, took photos of the students' injured buttocks, and offered the photos up to the city councilperson, to expose the school principal's using corporal punishment, the school found Huang to have improperly collective the evidence, and the gender equality evaluation committee found the claims of Huang's sexual harassment valid, and mandated Huang to an eight-hour gender equality course that he needed to pay for himself; because Huang didn't fulfill the requirements for the course, he was given a written warning, and he'd filed a case against the school, demanding the decisions of the gender equality commission evaluation be dropped, the Highest Executive Court tossed back Huang's appeal, case closed.
The city councilwoman of Tainan in the council meetings in November of 2017, disclosed that an elementary school principal had beaten a boy with a club on his buttocks, causing the child to have reddening of his buttocks, suspected that the Department of Education didn't look into the matter deeper. The photos submitted were shot by the instructor, Huang on May first of the same year, provided to the councilwoman as evidence, after the school learned, it'd initiated the investigations, the Gender Equality Commission found Huang's behaviors valid of sexual harassment, recommended the eight-hour gender equality seminar for him.
The instructor Huang claimed, that he'd only photographed the male student's buttocks to prove that the school principal had employed the physical punishment methods, that it was a "necessary evil", because the student was mildly mentally retarded, he didn't know where the injuries were, that photographing where he was injured, was to help the student to put the healing cream on it; and, the buttocks is not a sex organ, that the sexual harassment claims won't stand; and, that the school's demands of him paying for the gender equality seminars, had exceeded the requirements of the gender equality education laws.
The first retrial of the High Executive Court of Kaohsiung found, that the principal's physically disciplining the students, Huang should've reported it up the chain of command, why would he publicize the photos of the injury on the student's buttocks himself, and posted it for others to see? And, as the student was found injured, he should be sent to the nurse's station, Huang has no medical background, and it was improper of him to privately rub the ointment on the student's buttocks.
As the social workers interviewed the male student, he'd told, "I feel uncomfortable, for too many people to see my buttocks". The first retrial found, that "sexual harassment" in the words of behaviors away from sexual assault, making the victim uncomfortable, and also impacted the dignity of the individual; that Huang's behaviors, constitutes as "sexual harassment without a doubt".
The first retrial found, that the school's confirming that sexual harassment was valid, mandating Huang to take an eight-hour gender equality course out of his own pockets, along with the warning that came afterwards, are all legal, found Huang lost. The Highest Executive Curt maintained the interpretations of the first retrial, tossed back Huang's appeal.
The principal, as the cased went to trial told, that the instructor, Huang had been transferred to out-of-county to work in another school, that he respected the Highest Executive Court's verdict.
But, it doesn't change the fact, that the principal had, SPANKED the boy, it's just, that this case became diverted to what the instructor did afterwards, he should've sent the boy to the nurse's office, to get treated, and instead, he'd "fixed up" the young boy's injuries himself, which made his behaviors, improper, he did NOT have any medical training, and that was his, crossing the boundaries of right and wrong, and we still don't know what this instructor's mindset was when s/he put the ointment on the boy's buttocks…so, the adults all did WRONG in this case, but, principal's physically SPANKING the boy wasn't, proper either.
