The deceased diplomat, Lu once disapproved the saying of "diplomats have the rights to lie". He'd stressed, that the very first task in diplomacy is "precision", the extensions of this is honesty. The honesty of diplomacy does not lie in disclosing of secrets or things of the private matters, but in knowing ones' own duties, to precisely state the country's positions on the issues to the countries that the diplomats are, stationed, in. If the lies were exposed, then, what crumbles was the credibility of the country in another country, with the most severe, consequences

The words, applied to all words that are being, spoken. Whether it be careless, unintentional, once the impressions of "dishonesty" is there, then, the words and behaviors will come under question from then on.
For instance, the matters of the military is relate to the survival of the country, and there must be the reserves in telling all the intel. But the key lies in weighing of "not keeping the intel you can't hide from the public hidden" and "not telling the lies that everybody knows as lies", otherwise, the opposite of what's expected will occur. Two years ago, the missiles of China flew overhead Taiwan, in the time being, Taiwan didn't say a thing; but later, Japan publicized the flight paths, which destroyed the credibility of the D.o.D. in this country. Recently, the Shandong Battleship's surveying the seas, was a replay of the nondisclosure of the government to the people; the D.o.D. was insistent on it never happened, but the Japanese government publicized the news first again. There's, that elongated curve of the D.o.D.'s mistakes, to slow in reactions.
Not only in national defense, the diplomacies, anything of the public offices, the government officials should work hard to keep their credibility and trustworthiness. The political sphere of Taiwan today, is focused on noise volume, so long as the person made the headlines, it doesn't matter if the news are positive or, negative, with "trust", tossed to the side. But, the information in today's world transmits in supersonic speed, and, anyone who disregarded the "settings" of oneself, the groups of persons who don't work hard to gain the trusts of the public ordinarily from day to day, will get disposed off when the next huge event hits.
So, keeping that credibility is not just for the time being, but for the long run, because it's like that boy who cried wolf, you cried wolf one too many times, when there's no wolf, and eventually, when the wolf came, and you cried wolf again, nobody will, believe you, and all your sheep get, gobbled up, and that still just showed how as politicians, you need to keep your honesty, and NEVER lie, because one lie will, DESTROY all the trust your constituents place in you, and, the next time (or the next time or the next, depending on how long the voters CHOOSE to be fooled!), you will get, OUSTED from your office!
