The Officials During Ke's Term as Mayor Were All Punished, Taipei City Government: Showing that the Officials Should've Done Something But Didn't
The city of Taipei posted the executive punishment orders for the predatory preschool instructors, given the written warnings for all the officials including heads of department, department managers and counselors, all of whom are appointed to office by Ke as his term as the mayor of Taipei, the city government officials stated it blankly, that the whole case showed of just how during Ke's term as mayor should've done something but didn't.
The parents of the victims were upsets at how the predatory preschool instructor had only received twenty-eight years, meaning that he only received 4.6 years per victim, that it wasn't enough, and the parents also questioned, that there were other instructors on staff at the time, that they don't believe that nobody else knew, that they couldn't accept the outcomes, and called out to the city government to really tighten up the loose screws.
The predatory instructor case brought out how the city government is going to make up for the lacking in the systems, the deputy mayor, Lin said, "there are still the holes", if the incidents had occurred outside of the preschool or the nursery settings, it may be even harder to catch the perps, that there's the need to discuss this matter with the police department as well as the justice department, in not breaking the privacy laws, to help the city government keep tabs on the information, to guard the rights of young children and adolescents, as well as their parents too.
Lin stated, that currently, based off of the laws, if incidents of sexual assault, sexual harassment or molestation had been brought up, the personnel can immediately get suspended or fired. The Taipei city government pointed out, that the Department of Education had been called on an incident regarding the nursery employee, Mao but they'd not suspected him immediately, until he'd offended again last year, the Department of Education should go by what's in the regulations, mandate the suspected caretaker to take the leave of absence, to vacate from the schools, to wait until the investigations are over, but the officials didn't follow the protocols.
The city government pointed out, that back then, there's no swiftness, nor connectedness of the interdepartmental investigations, the case was brought onto the discussion in the monthly brief of the domestic violence prevention center of Taipei, both the social services and the department of education knew about this case, but they'd not discussed the means of following up, or how to prevent further abuse, that's why the predatory instructor was able to, reoffend.
If there were the government officials, the law enforcement sent to the preschool to supervise the person in charge of the preschool, Hong and the nursery employee, Mao, to conduct the unannounced checks, maybe, further damages could've been, prevented.
And so, this is all in hindsight: had the school only conducted a more thorough background check, and the system of reporting the incidents been more fluid, easier, than, the children may not have gotten, sexually assaulted, sexually molested by these, improper, early childhood educators, and, none of this is, productive, is resolving the issues at hand: too many predators, masking themselves as good citizens, putting on the sheep's clothes, and made their ways into the early childhood setting, and preying on these, innocent, young, children, and they will all DIE, because there's not a fuller system of protection, that's set, up!
