The Hsinbei Police caught the pickup driver with the help from a victim of scam, Hsieh, and they'd found a GPS tracker on him, Hsieh told him that he was tracked by the scam rings; the police suspected, that this was because the rings' fearing that the drivers would take the illegally scammed amounts, and started using the gadgets to replace manpower to track the drivers, to reduce the depletion of "human resources". The district attorneys, after interrogation, asked the courts to have Hsieh in custody, the courts signed off, and they're tracing to see if the tracker served any other, purposes.
The police investigated, that a man, Chen last December saw an ad on FB, entered into a stock recommendation group, in January, Chen had wired $10,000 to start up a trading account, then, he was asked to deposit $260,000N.T., because the latter amount was too high, Chen had been, hesitant, and didn't deposit.

The Criminal Investigation Agency traced the account that Chen had wired into, and it'd shown that the account had been red-flagged for scams, notified the Sanchong Police to contact Chen, and found that the scam ring didn't know that the police was on their tails, and, assigned Chen to hand off $260,000N.T. at a super convenience store in Sanchong to the delivery driver.
The twenty-three-year-old driver, Hsieh came and was arrested, and the police confiscated false identification cards, the receipts, the stamps, the cellphone, and five thousand dollars N.T. in cash, there was also a wifi router inside the fanny pack.
Hsieh told, that he owed the debts and was unemployed, through the ads on FB, he'd become a delivery pickup, the scam ring mailed him the wifi router and tracker to him in the mail, then, used the communication apps to get him to the location where he was to pick up the cash, and told him to have the tracker on him. The police arrested Hsieh on money laundering and fraud charges, the courts signed off on him being in police custody from the district attorney's request.
The police told, that the scam rings, to prevent the delivery drivers from double-crossing, would normally sent the drivers out in pairs, one nearby controlling, one picking up the cash drop, but the pairs were often caught by the police at the same time, the scam rings lost a ton of human resource; the police suspected, that to lower the risks, the scam rings started using the trackers, to reduce the members from being caught by the police.
The police told, the tracker can help the scam ring keep tabs on the drivers, and they hid themselves in range of getting to the location of the drop quickly, which added to the difficulty in the police's arrests; they'd already reported up the chain of command, and will come up with a plan to combat this newer means.
And so, this is how the scam rings are, evolving too, and, this is the invasion of privacy, but, the scam rings needed to ensure that the goonies don't take the money for themselves, that's why they're using the electronic means, to prevent the loss of human resources, as in the past, when they get caught, they all get caught together, and now, by using the tracker, there's only the drivers who are at risk of getting, caught, and this is bad, how technologies helped the criminals.
