There are, those, restraining orders that didn't come in time, in the cases of divorces ended up in murder-suicide, or how the breakup led to murdering of the exes, there was a man who got upset over how his ex-wife took up with another, threatened, "can the restraining orders protect you for 24/7 from me?", then, immediately, ran her over with his car; the attorneys believed, that in recent times, the judges are quite lenient in their evaluation of signing the restraining orders into effect, but, if the perps are emotionally unstable, then, the restraining orders would proven ineffective, and there's the need to mandate the perps into treatment, to place perps into temporary custody, hindsight will only cause more tragedies.
The Central Police University's Crime Prevention Department Professor, Shen stated, that if the abuser is confirmed of a psychological disorder, then, the justices can mandate the individual into treatment, but if there are no diagnoses by the psych department, then, it would be difficult to restrict the perps using this means. He noted, that there is a need to evaluate the risk in the home fronts, and basing the restraining orders off of that, to start amending the constitutions, to set up the laws, to find ways to offer more protection.

He who once worked as a district attorney, now an attorney at law told, that there are the clear cut rules of the restraining order written in black-and-white, the problem lies in that the perp doesn't want to follow them, and the currently legislation does not give law enforcement to use any possible means to restrict the perps, and many perps would lose control, and became more violent, the police, the social services can only, evaluate their own means in hindsight, that was why these tragedies keep repeating.
He told, that if the perps had broken the rules of the restraining orders, for instance, continually stalked, harassed, the victims are able to call the police, and ask the police to arrest the perps on breaking the terms of the restraining order, and getting the perps taken in can keep them in custody, but more often than not, you see these irrational abuser using an even more violent means to disregard the restraining order, and continually abuse the victims, and the police department or the local social services can only, examine the incident in hindsight.

He pointed out, that the problem lies in that the country does NOT have enough resources, to set up the preventive measures, to place the abused who filed for the restraining orders to get out of the fears of the environment of being abused, or to prevent further abuse, and more severe, injuries, even deaths.
So, the theory of all of this, is still, perfect, but the application, well, not so much. For the law abiding, which NONE of the abusers are, the restraining orders are effective, and, unless you can get the police right to your side at the moment that someone else came near you, like if you got someone in the police forces living with you at home, then, there's, NO chance that the police can protect these victims of domestic violence on time, and so, the theory of this system of protecting the abused, as proposed by the DDP government and Tsai, looked so pretty, but when you put the rules into practice, yeah, there are, a lot of, holes in the systems, like how can you, stop abuse, when it happens, if there's NO cop patrolling your neighborhood, when that husband or boyfriend came home drunk at night, and was, looking for a punching bag…
