The case of Mickey Huang the T.V. personnel's purchasing, possessing and viewing kiddie porn, shocked the society. The legislature passed the "amendment to prevent child pornography sex exploitation sex trafficking act", with an added clause of anywhere from a year to seven years in prison if found in possession of child pornography, with the fines of between a hundred thousand dollars N.T. to one million dollars N.T.; the consumers of child pornography, the pay-per-view viewers, sentenced to one to seven years in prison, with fines of more than $100,000N.T.s.
The three readings mandated, that if the operators online refused to comply with police investigations, not restricted the browsing, or deleting the data of viewing, or not saved the data for 180 days, not providing the data for law enforcement investigations, there would be a fine of between $60,000N.T.s to $600,000N.T.s, and the website will be given a deadline to improve, and, if the websites didn't improve, then, the fines will be issued per time.
The three readings of the law stated, that if the sex image center had been marked by suspicious use of pornography of the users, the internet service providers, the police, and the central agencies of operations of the websites needed to be alerted. As the central agencies of the sites received the notices, they should order the operators of the sites to comply with the regulations, to restrict the browsing, or to remove the webpages relating.
This amendment also stated, that the managing agencies will post the results of the implementation of the policies and evaluate the efficacy of prevention of sexploitation of children and adolescents regularly.
So, the theories all look, fine, but will it work, and what's the efficacy of this, new law? Nobody can tell, until it's implemented, but, these things usually always work better in theory than in application, as there's still a growing market for pornography, because we're all addicted to watching naked people online!
