The POLITICS of WHO's to BLAME, in these cases of abuse, molestation, in the private preschool of Taipei…and they're still, pointing fingers at each other, because this IS, politics, and NOTHING that needs to be fixed is achieved in the game of, politics, only the spitting contests! The son of the director of the private preschool in Xinyi District of Taipei, Mao, the early childhood educator, in just one year, had sexually assaulted and sexually molested six young children, the Taipei District Court found him guilty on all 224 counts, and sentenced him to the high prison terms of 1,252 years six months, that he will be serving a whole of twenty eight in prison out of the total given sentence. Although, in the first trial, the court tried its best to sentence this predatory instructor as heavily as it possibly could, but, who will patch up the nets of the social security from the attacks on these young children caused by the predatory instructors? How are the holes to get, patched up? This should be on everybody's awareness and mind now.
Returning back to the case, the city government of Taipei, which shouldered the primary responsibilities for safeguarding the preschool environment is wholly responsible. The case crossed over from Ke's term as mayor to Chiang's term, toward how the press, the society criticized how passive the city government worked the case, Chiang had come before the press multiple times, stressed that this case was the very first he handled soon as he got into office, and he'd immediately issued the improper, termination of hiring for life of the preschool instructor, etc., etc., etc.,, but due to the city government officials' "libeling claims", the whole thing got out of control, and Chiang can only, apologize, to try and stop the anger from the communities.
While, these incidents had occurred during Ke's terms as president but the society seemed to treat it like water under the bridge, and the Chiang city government that's become, active in handling of the cases, became the scapegoat, although this was the results of the extensions of the city government, but there's the means of political manipulations, and the traces of the online witch hunting means, there's not the real actions of getting down to it, to patch up the holes.
From the examples of the government officials "children can be mistaken", the "false accusation" claims, this is, deemed, improper, and will be viewed as evading responsibilities and covering up. But, innocent until proven guilty is the primary principle of a lawful society, and there were the examples of the children being misguided and coached into wrongful accusations, the medication administering in the preschool in Hsinbei is one example of this sort of cases; exposing these cases, can not just help to prevent the occurrences, but it also might, cause the collective panic, labeling, and the facilities getting shut down from operations. But in the air of the populist witch hunt, the line, "the government officials had turned a blind eye" is enough, to override all rationalities, and how many actually cared, that the more they blamed the government, the bigger the holes are getting?
At the same time of the newly elected mayor, Chiang making his apologies, he'd also, mentioned his hope of Central government's setting up a clear cut set of principles; if the facilities covered up the abuse and not reported them, the fines should be higher, and there should be the criminal punishments; setting up the areas of the laws relating to this, clearly set up the standards, and the specific ways of amending the constitution, these are all Central government's responsibilities, and the most vital behaviors of the government's patching up the holes in the net of social security.
Everybody in this country cares about how to enforce the prevention, the reporting and the investigation of the cases involving children and adolescents. Most believed, that there should be video surveillance footages in the classrooms, and the footages need to be uploaded onto Cloud to store, believing, that this can prevent the sexual assaults of predatory instructors, or the physical abuse of young children by the caretakers, to prevent the cases from being swept under the rug. But the early childhood education groups are concerned of the invasions of privacy of the children and the early childhood educators, being under constant surveillance of the "big man". And, uploading the footages onto Cloud, there's that risk of the data being, hacked, who should be responsible in storing these data, with full confidence that the footages won't get, leaked out online? Currently, there's no consensus of the various counties and cities, and the private and public preschools' means of handling this isn't unison, there should be a fuller communication and a fitting set of rules set up.
On the matter of debate on disclosing of the cases of abuse, the private smaller scale preschools, compared to the public schools or the larger scaled private schools, once under the spotlight, these schools may risk closing down, as the government asked the agencies to blow the whistles, the educators to tell, if there's no ensuring the right to exist, the right to work, how can there be any efficacy is identifying the predatory instructors? And, the exposures still needed to focus on preventing future abuse, and naturally, this will come into play with the invasion of privacy, or personal interests, and there should be a stricter set of principle that the regulations are, under; but, the laws restricting the news media press from overreporting the cases, also protects the predatory instructors, the Department of Health & Social Welfares then becomes, the accomplice, in recent weeks, although the department had loosened the guidelines on the reporting, but, the standards to prevent the identifications of the victims is still under discussion, and the efficacy is, questionable.
As for the CORE, the investigations, there's the need to set up an investigation committee, but, there's no united front of the various cities, counties start up systems, which may cause the judgments of what is and what isn't to be, varied; and the early childhood protection laws only gives the government the right to rule over the preschool, what about the afterschool programs, the afterschool help, the talent classes? Don't these also, need to have, an investigation committee too? The legislators of the DDP suggested that the early childhood care laws should specify the makeup of the investigative group, and the qualifications of the personnel, the ratio of experts, etc., etc., etc., and this clearly pointed out the delayed responsiveness, the neglect of the Central government's amendment proceedings.
There shall be no slaps on the wrists for the abusers of children; but, at the same time we're trying to prevent the assaults, figuring out the truths, and punishing the perps, and making up for the lacking, we also need to prevent the bad behaviors, the damages of the minority offenders from expanding to the rest of the children and early childhood educators in the society. The DDP legislators criticized the Ke and the Chiang city governments hard, but forgot to note the responsibilities of the Central government. After all, political manipulations come easiest, the amendments on paper too simplistic, the hardest is in fixing the problem in application, to ensure that the laws are followed by the schools and the instructors!
And so, the ABUSES of these young children happened during Ke's term as the mayor, but Chiang just got into office, and so, all the guns are, pointed toward him, because he is now, in charge of the city of Taipei, and everything that happens is his responsibilities, this IS, political manipulations, and this still just showed, how IRRATIONAL the people are, and during all of these rants, there's no workable solution, nobody mentions anything about having that stricter background check for the early childhood educators for hire, or the lengthening of the period of supervised internships, or whatever, to ensure, that there are, NO sex predators, working in the close vicinity of, young children, oh, and there's also, NO sex offender registry here, no background check system, there's not even the interlinked systems of connections of the alert signals, no red flags raising when there's something caught, so yeah, there are, more than, ONE hole that needs to get, fixed in this, huge, mess, and, the newly elected mayor, Chiang, is the one, shouldering all of this SHIT, despite how this SHIT started back in Ke's term as the mayor…
