He issued the warning in Abuja on Tuesday, October 18, at the closing ceremony of the 2022 Ministerial Performance Review Retreat, cautioning that "any infraction will be viewed seriously".
According to Buhari, with campaigns for next year's elections on the way, governance should not be abandoned.
"All Ministers, Permanent Secretaries, and Heads of Agencies must remain focused in the discharge of their duties, as any infraction will be viewed seriously. Our collective goal is to map out a transition plan for the incoming Administration to ensure proper documentation of all the Policies, Programmes, and Projects of Government with up-to-date status of implementation," he said, according to a statement by his media aide Femi Adesina.
The President also said that the lessons learned in the last three years of implementing his government's policies, programs, and projects would serve as a platform to propel every ministry to stay committed to the achievement of development goals.

Courtney Clenney, 26, was hit with a second-degree murder charge in the death of Christian Obumseli after the couple got into a fight on April 3 that led to Christian's death.
Clenney's legal team has argued the social media influencer killed Christian in self-defense.
In the newly released bodycam footage of an incident on Friday, April 1, two days before Christian's death, Clenney can be heard saying on footage recorded by a City of Miami police officer and obtained by WSVN: "[He was], you know, stalking me. "I want a restraining order against Christian Obumseli." The footage also captured a security guard in the apartment complex she lived in, telling cops that Obumseli, 27, launched at Clenney in the lobby of the high-rise building.
"We get down here to the lobby area, and her boyfriend comes charging towards her," the guard said on the footage. One of Clenney's attorneys, Frank Prieto told WSVN the footage indicates that Obumseli was the abuser and Clenney was a victim in the relationship. Clenney was arrested while she was in rehab in Hawaii four months after the fatal stabbing took place inside the couple's luxury home The boyfriend and girlfriend fought frequently, sometimes so loud that building managers were considering evicting them.
Clenney's other attorney Sabrina Puglisi also told WSVN she had photos to prove her client was injured when asked if she was physically abused before the stabbing. "She was in a struggle for her life," Prieto also told the news station. "She defended herself, and unfortunately, he's deceased, but she defended herself with every ounce of energy she had left." He previously said Clenney was forced to stab him after he grabbed her by the throat.
The pair were dating for less than two years and were estranged at the time of the killing, Prieto said after Clenney was arrested.

Sudah sangat jelas bahwa penyebab utama tewasnya 133 penonton dalam tragedi itu akibat tembakan gas air mata oleh aparat kepolisian, tapi Presiden Jokowi justru membuat keputusan aneh dan di luar nalar sehat yakni memerintahkan Kementerian Pekerjaan Umum dan Perumahan Rakyat (PUPR) untuk membongkar Kanjuruhan Malang dan membangun stadion baru.
Untuk membenarkan keputusannya tersebut, Jokowi sengaja mengundang Presiden FIFA Gianni Infantino ke Istana Merdeka Jakarta. Walaupun sebenarnya FIFA juga memahami bahwa penggunaan gas air mata dilarang dalam menangani keributan dalam pertandingan Sepak bola di manapun. FIFA dalam Stadium Safety and Security Regulation Pasal 19 menegaskan bahwa penggunaan gas air mata dan senjata api dilarang untuk mengamankan massa dalam stadion.
Sementara itu akibat penggunaan gas air mata yang tidak sesuai prosedur, mengakibatkan supporter di tribun stadion Kanjuruhan Malang satu sama lain saling berdesakan mencari pintu keluar, sesak nafas, pingsan dan akhirnya saling bertabrakan. Hal tersebut diperparah dengan over kapasitas stadion dan pertandingan big match yang dilakukan pada malam hari. Itu loh Pak Presiden akar persoalannya!.
Kenapa jalan keluarnya justru stadionnya yang dirobohkan? Supaya ada proyek baru? Sehingga dengan begitu nanti stadion lain yang belum memenuhi standar FIFA juga bisa dirobohkan dan dibangun baru lagi. Lalu dana untuk membongkar dan membangun stadion baru dari mana? Bukankah sekarang ada masalah urgent yang perlu segera ditangani pemerintah, misalnya mengatasi jalan dan jembatan yang terputus akibat longsor dan hujan deras di berbagai tempat akhir-akhir ini? Kenapa cara berpikir seorang presiden selalu proyek dan proyek terus ya?
Seharusnya menjelang berakhirnya masa jabatan sebagai Presiden, Jokowi bisa meninggalkan legacy bagi masyarakat Indonesia. Bukan malah justru mewariskan beragam persoalan bagi generasi mendatang. Jika kilas balik ke belakang, stadion Kanjuruhan, ternyata diresmikan oleh Presiden Megawati Soekarnoputri pada tanggal 9 Juni 2004. Stadion tersebut dibangun sejak tahun 1997 dengan biaya lebih dari Rp35 miliar.
Ketika Jokowi pergi ke Malang untuk mencari akar persoalan tragedi kemanusiaan di Kanjuruhan, sejak awal dia sudah "menyalahkan" pintu stadion yang kecil dan sebagian terkunci serta tangga stadion yang curam. Luar biasa seorang Presiden sudah seperti mandor proyek saja. Sekali kunjungan langsung bisa menyimpulkan penyebab tragedi kemanusiaan itu semata masalah teknis.
Lalu untuk apa dibentuk Tim Independen Gabungan Pencari Fakta (TIGF) yang dipimpin Menko Polhukam Mahfud MD dengan wakilnya Menpora dimana para anggotanya terdiri dari berbagai unsur masyarakat yang independen.
