The problems stay, unresolved, because NOBODY can get past that first layer of, RED TAPE, and, this still works way better in theory, than in, application, and everything is still, STUCK, and cases like these will keep on, happening, repeatedly, and children will all get, sacrificed, while the system still tried to figure out how to run, smoothly…off of the Newspapers, translated…
After the private preschool predatory instructor's sexual assault on the young children burned for a whole week, the mayor, Chiang appeared before the press release, and offered his sincerest apologies, and finally, the anger started, subsiding, and the case showed the incomplete settings of the facets of the problems, and rather than being in that spitting contest of the political parties, the Central and the local governments need to hasten up to patch up the lacking in the net of social security, to not make another child another, victim.
This case with more than twenty young children who were victimized by the predatory instructor, from that very first shot by the city councilwoman of the DDP, the Examination Department, the Department of Sanitation & Health Welfare, the Department of Education all activated to, attack the city government of Taipei.
Returning to examine the fact of the case that's debatable, back then the incident occurred in July of 2022, there's not yet an amendment for the regulations of the early childhood educators set up, no stopping operation of the facility until the results of investigations had been completed, causing the second incident, occurring in July of 2023, with the span of a whole year in between, and even as the perp had been taken into custody, there's no clear number of children who were, victimized.
And now, there's the amendment of the early childhood educator laws, that puts the educators out of work during the investigation of the cases, but, back to the time of the incidents, this law wasn't set up yet, but, making the perp leave the classroom setting, maybe, it can, save the children from being victimized again, to prevent this "open window" of amending the laws.
And, the news media press, due to the privacy protection clause of children and adolescent welfare act, can't disclose the details of the cases, and the public has no way o knowing which preschool was problematic, let alone, keeping their children out of harms', way.
The Central government stood high up on the executive, should prop up that protective cover for the children's safety and the parents' sense of ease, but, the Department of Sanitation Health Welfares attacked the city government for disclosing the identity of the perps, protecting the perpetrators, but the Department of Sanitation Health Welfare believed that it's rulings are "justified by the law", causing upset in the early childhood groups, and the government became that hand in attacking, with the swords, turned toward the local government.
The mayor, Chiang chose to bow in front of the press in apology, this may have halted the DDP's attack, but, the patching up of the holes in the net of social security needs to hasten up, to turn the cases' investigations systematic, that, is what all parents, want to see.
And so, there's, simply, too much RED TAPE, too many, restrictions of the privacy clause, how the identity of the schools, of the perps can't be reported by the press, because that would be an invasion of privacy, but the central government failed to realize, that the children are getting sent to these, potentially, harmful schools, and they're the ones, getting raped, molested, assaulted by these, predatory instructors, and, if the press can't disclose which school has a predatory instructor, how the HELL are the parents to know, if they're, sending their young into, the lion's, den?
