The catalyst for the story

SYNOPSIS: Some of the ashes of James Bond have been recovered. They're now in a vial that's part of a display at MI6.
The plaque on the display reads: "JAMES BOND, THE WORLD IS NOT ENOUGH."
During the film, M (Ralph Fiennes), Moneypenny (Naomie Harris), Q (Ben Whishaw), and Tanner (Rory Kinnear) remember Bond.
The audience then sees flashbacks that match up to the memories. These would be new scenes not shown in previous Bond movies starring Daniel Craig.
LOGISTICS: You promise Craig he'll get to do real acting in those flashbacks.
The possibilities are endless. Perhaps we answer the question of whether Bond and Moneypenny had a romantic relationship. More arguing between M and Bond before the two reach a mutual understanding. Bond and Tanner go golfing.
Also, a big payday. Robert Downey Jr. was paid a reported $10 million to play Tony Stark/Iron Man in 2017's Spider-Man: Homecoming despite playing a secondary role in the film. Craig was paid a reported $25 million for No Time to Die. Pay him at least $15 million and he'd probably do it.
MARKETING: James Bond is back! As you've never seen him before!
PRODUCTION BUDGET: $200 million. Compared with recent Bond films, that'd be a bargain.
